builtin-config: add --path option doing ~ and ~user expansion.

(Expand ~ and ~user in core.excludesfile, commit.template)
introduced a C function git_config_pathname, doing ~/ and ~user/
expansion. This patch makes the feature available to scripts with 'git
config --get --path'.
