Merge branch 'ps/fetch-optim-with-commit-graph'

A couple of optimization to "git fetch".

* ps/fetch-optim-with-commit-graph:
  fetch: skip computing output width when not printing anything
  fetch-pack: use commit-graph when computing cutoff
