git-repack --max-pack-size: add option parsing to enable feature

Add --max-pack-size parsing and usage messages.
Upgrade git-repack.sh to handle multiple packfile names,
and build packfiles in GIT_OBJECT_DIRECTORY not GIT_DIR.
Update documentation.
