Merge branch 'js/libgit-rust'

Foreign language interface for Rust into our code base has been added.

* js/libgit-rust:
  libgit: add higher-level libgit crate
  libgit-sys: also export some config_set functions
  libgit-sys: introduce Rust wrapper for libgit.a
  common-main: split init and exit code into new files
