Fix to a small regression in 2.38 days.

* ab/bundle-wo-args:
  bundle <cmd>: have usage_msg_opt() note the missing "<file>"
  builtin/bundle.c: remove superfluous "newargc" variable
  bundle: don't segfault on "git bundle <subcmd>"
