fc1ddf42af t: remove TEST_PASSES_SANITIZE_LEAK annotations
Now that the default value for TEST_PASSES_SANITIZE_LEAK is `true` there
is no longer a need to have that variable declared in all of our tests.
Drop it.

63ee933383 t98xx: mark Perforce tests as memory-leak free
All the Perforce tests are free of memory leaks. This went unnoticed
because most folks do not have p4 and p4d installed on their computers.
Consequently, given that the prerequisites for running those tests
aren't fulfilled, `TEST_PASSES_SANITIZE_LEAK=check` won't notice that
those tests are indeed memory leak free.

Mark those tests accordingly.

49f4fd901a t98xx: fix Perforce tests with p4d r23 and newer
Some of the tests in t98xx modify the Perforce depot in ways that the
tool wouldn't normally allow. This is done to test behaviour of git-p4
in certain edge cases that we have observed in the wild, but which
should in theory not be possible.

Naturally, modifying the depot on disk directly is quite intimate with
the tool and thus prone to breakage when Perforce updates the way that
data is stored. And indeed, those tests are broken nowadays with r23 of
Perforce. While a file revision was previously stored as a plain file
"depot/file,v", it is now stored in a directory "depot/file,d" with
compression.

Adapt those tests to handle both old- and new-style depot layouts.

99e37c2560 git p4 test: use 'test_atexit' to kill p4d and the watchdog process
Use 'test_atexit' to run cleanup commands to stop 'p4d' at the end of
the test script or upon interrupt or failure, as it is shorter,
simpler, and more robust than registering such cleanup commands in the
trap on EXIT in the test scripts.

Note that one of the test scripts, 't9801-git-p4-branch.sh', stops and
then re-starts 'p4d' twice in the middle of the script; take care that
the cleanup functions to stop 'p4d' are only registered once.

Note also that 'git p4' tests invoke different functions in the trap
on EXIT ('cleanup') and in the last test before 'test_done'
('kill_p4d').  Register both of these functions with 'test_atexit' for
now, and a a later patch in this series will then clean up the
redundancy.

1f5f390711 git-p4: handle "Translation of file content failed"
A P4 repository can get into a state where it contains a file with
type UTF-16 that does not contain a valid UTF-16 BOM. If git-p4
attempts to retrieve the file then the process crashes with a
"Translation of file content failed" error.

Fix this by detecting this error and retrieving the file as binary
instead. The result in Git is the same.

Known issue: This works only if git-p4 is executed in verbose mode.
In normal mode no exceptions are thrown and git-p4 just exits.
