all: use various net/netip parse funcs directly

Mechanical change with perl+goimports.

Changed {Must,}Parse{IP,IPPrefix,IPPort} to their netip variants, then
goimports -d .

Finally, removed the net/netaddr wrappers, to prevent future use.

Updates #5162
