Will Norris	71029cea2d	all: update copyright and license headers ... This updates all source files to use a new standard header for copyright and license declaration. Notably, copyright no longer includes a date, and we now use the standard SPDX-License-Identifier header. Josh Bleecher Snyder	635e4c7435	wgengine/magicsock: increase legacy ping timeout again ... I based my estimation of the required timeout based on locally observed behavior. But CI machines are worse than my local machine. 16s was enough to reduce flakiness but not eliminate it. Bump it up again.
