The //go:build syntax was introduced in Go 1.17:

gofmt has kept the +build and go:build lines in sync since
then, but enough time has passed. Time to remove them.
Done with:

We now have the actual module that we need to build, so switch to
building it directly instead of its (expected) dependencies.
Also fix a copy/paste error in a jsdeps comment.
