Merge branch 'js/github-actions-update'

Update remaining GitHub Actions jobs to avoid warnings against
using deprecated version of Node.js.

* js/github-actions-update:
  ci(linux32): add a note about Actions that must not be updated
  ci: bump remaining outdated Actions versions

With this backport, `maint-2.39`'s CI builds are finally healthy again.
